Mission
The mission of KazSRIWE is to provide scientific, scientific-technical, and project support for the development of the water sector of the Republic of Kazakhstan through conducting applied and fundamental research, developing and implementing innovative solutions aimed at the rational, efficient, and safe use of water resources, as well as enhancing the country’s water security.
Strategic Goals
To fulfill its mission, the Institute has identified the following strategic goals:
– Ensuring the development of scientific and scientific-technical potential in the field of water resources management through the introduction of modern innovative, digital, and automated technologies aimed at improving the efficiency and safety of water management systems;
– Increasing the efficiency of water use in agriculture through the development and implementation of water-saving irrigation technologies aimed at reducing water consumption and improving water productivity; – Improving the efficiency of the use of reclaimed lands through the development and implementation of resource-saving technologies, as well as optimizing the use of surface, groundwater, and collector-drainage waters, taking into account their quality characteristics and environmental requirements.
Key Areas of the Institute’s Activities
The Institute’s activities are aimed at providing scientific support for the protection, rational use, and sustainable management of water resources in the Republic of Kazakhstan, including addressing current challenges in the water sector and adapting to climate change.
– Conducting fundamental and applied scientific research in the field of protection and use of water resources, as well as studying the impact of climate change on water resources and developing mechanisms for adapting the water sector of the economy (in accordance with Article 29, paragraph 1, subparagraph 2 of the Water Code of the Republic of Kazakhstan). These activities are financed from the state budget and other sources not prohibited by law;
– Providing scientific support for the processes of intensification and sustainable development of the water management complex of the Republic of Kazakhstan, including the development of strategic and applied solutions;
– Carrying out research, experimental design, and project work independently and in cooperation with domestic and foreign scientific and industrial organizations, as well as fostering innovation activities;
– Developing legal, regulatory, methodological, and technological frameworks in the field of protection and use of water resources, introducing water-saving approaches, and improving water use efficiency (Article 29, paragraph 1, subparagraph 4 of the Water Code);
– Improving modern methods of monitoring, assessment, and forecasting of water bodies and water resources using advanced scientific and digital technologies (Article 29, paragraph 2, subparagraph 4);
– Developing draft master plans for integrated water resources management, basin plans for their protection and use, as well as water management balances (Article 29, paragraph 2, subparagraph 6);
– Formulating scientifically grounded aggregated norms of water consumption and wastewater disposal for various sectors of the economy (Article 29, paragraph 2, subparagraph 8);
– Conducting experimental design and technological work aimed at creating and implementing water-saving technologies, including adaptation and transfer of advanced foreign developments to the conditions of the Republic of Kazakhstan (Article 29, paragraph 2, subparagraph 9);
– Conducting pilot production testing and implementing the results of scientific and innovative activities into water management practice (Article 29, paragraph 2, subparagraph 10);
– Performing scientific and technical expertise of pre-design and design estimate documentation related to the construction, reconstruction, operation, and conservation of water management and hydraulic engineering structures (Article 29, paragraph 2, subparagraph 11);
– Organizing the production of pilot and small-batch samples of specialized equipment and machinery for the water sector;
– Conducting laboratory analyses of water and soils to assess their quality and environmental condition;
– Organizing and conducting training, retraining, advanced training, and internships for specialists in the water sector, agricultural sector, and land reclamation (Article 29, paragraph 1, subparagraph 6);
– Actively participating in the organization and holding of scientific discussions, meetings, conferences, symposia, and seminars on pressing issues in the water sector;
– Developing international scientific and technical cooperation aimed at exchanging experience, implementing best practices, and improving the level of scientific research.
